Welcome message from the chairman of the Administrative
Control Authority (ACA). |

The ACA was
established in 1964 as an independent organization affiliated
to the Prime Minister. The ACA is basically responsible for
detecting as well as fighting corruption in the government,
public business sectors and private sector accomplishing public
work.
Further, the
ACA is responsible for ensuring the implementation of enforced
laws, applied regulations and systems.
Establishing
our homepage on the internet is one of the many ways in which
we inform the local and foreign communities of our aspiration
and commitment to continue combating corruption, wherever it
exists. Combating corruption is no longer a local issue, but
it has become an international concern which requires active
and cooperative participation of all civil societies, NGO s
and the private sector worldwide.
We will be
greatly pleased if we receive your suggestions and viewpoints
about the ACA performance so that we can enhance the effectiveness
of our anti-corruption organization .

THE ADMINISTRATIVE CONTROL AUTHORITY
ACA
The ACA
is an independent authority affiliated to the Prime Minister
and exercises all types of control (financial , administrative
, technical and criminal). It is responsible for monitoring
the soundness of administrative performance and safeguarding
integrity among public employees.
HISTORICAL BACKGROUND
ACA
started as:-

Control section within the Administrative Prosecutor in 1958
. |
|
* |
Became an Independent Control Organization according to the
law 54 / 1964 . |
|
* |
The ACA activities were frozen in 1980 . |
|
* |
President Mubarak issued a Presidential Decree to resume
its duties in 1982 . |
ACCORDING TO THE LAW 54 / 1964.
THE
ACA IS AUTHORIZED TO :

Study & reveal causes of negligence in work and production
and suggest means to avoid it and ensure that applied
laws are adequate to achieve the goals. |
|
* |
Follow-up the implementation of laws decisions and regulations. |
|
* |
Reveal
the defects in
the administrative, technical
and financial systems. |
|
* |
Detect and prevent administrative and financial violations
and tendencies to abuse authority. |
|
* |
Examine the published media reports concerning deficiency
in work or abuse of authority . |
|
* |
Seize public fund crimes committed by public servants . |
|
* |
Examine citizens’ complaints . |
|
* |
Conduct investigations on candidates for top management posts
or candidates to be decorated. |
|
* |
Submit reports to the Prime Minister . |
ACCORDING TO LAW 92 / 1975
The ACA is also authorized not only to investigate &
examine the financial disclosure of the public servants in case
of their being suspected of illegal gain but also hand over
the suspects to the Illegal Gain Department to carry out its
work in this aspect.
ACA JURISDICTIONS
According to the
law 54/1964 ACA members have the authority to :

of documents & files however confidential they are

Obtain
copies of the documents and files. |
|
* |
Demand
the presence of officials & citizens to hear their
statement. |
|
* |
Request
the suspension or the punishment of public employees
. |
|
* |
Conduct
investigations, collect evidence, search for suspects
and arrest them . |
|
* |
Conduct
investigations on candidates for top management posts
or candidates to be decorated. |
|
* |
Provide
reports to the Prime Minister , Ministers and
Governors with any required studies, information and
data . |
|
* |
Submit reports including results of studies and remedial
proposals to the P.M, Ministers and State Officials. |
THE ORGANIZATION OF ACA
The
ACA carries out its responsibilities through four central control
sectors, two regional sectors and four support
sectors.
THE CENTRAL CONTROL SECTORS:
Conduct the
duties of the ACA in the state institutions centralized in Cairo
& Giza governorates.
THE REGIONAL CONTROL SECTORS
:

Conduct the ACA responsibilities through its affiliated regional
departments and offices according to their geographical
locations. |
|
* |
They undertake ACA work over the state governorates (26 )
and Luxor city through 23 regional offices. In the meantime , there
are 4 regional offices currently under establishment
in North & South Sinai , the New Valley &
Buni-Sweif |
METHODS OF SELECTING AND
TRAINING ACA MEMBERS

* |
The ACA members are selected from the different state sectors
. |
|
* |
They should obtain an academic degree , have a good reputation
& highly discipline , further more, pass theoretical
and psychological tests and finally to be interviewed
by the ACA High Commity . |
|
* |
Selected members attend the basic training course in
which they study ( commerce , law control
techniques ) in addition to practical and field training. |
TRAINING ACA MEMBERS DURING SERVICE
1 - NEW MEMBERS:
In order to
qualify new members to work in ACA they receive basic training
courses, which includes law, commercial and control sciences.
In addition to field and practical training .
2 - ACA MEMBERS ( DURING THEIR SERVICE IN ACA
) :
The members receive training
through scientific seminars and training courses in control
and public issues as well as receiving training courses in coordination
with the specialized institutes and Naser High Academy .
They also receive language
courses ( English and French) .

Restoring the state’s fund is the foremost priority. |

Non examination of the anonymous complaints |

Non disclosure of the complainant’s identification and notifying
him with the examination’s results. |

Consulting the opinion of specialized technical officials
and experts regarding the specialized issues. |
|
* |
Submitting results of field studies to officials by audio
/ visual means. |
|
* |
Non examination of any issues subjected to examine by the
concerned body. |
|
* |
Non examination of issues which are not complying with
ACA jurisdictions. |
|
* |
Not interfering with the activities of other control or security
organizations. |
|
* |
Evaluating the implementation of control activities in order
to develop and enhance performance standards. |
