Examination of Citizens' Complaints

 

1 - The right to complain

 

Article 63 of the Egyptian constitution stated that it is of every citizen’s right to submit a signed complaint to the concerned authority.

 

2- The ACA jurisdictions in receiving and examining Citizen’s Complaints

 

Receiving and Examining Citizen’s Complaints is considered one of the fundamental jurisdictions of ACA’s tasks as prescribed in the  second  article  of  its  organizing   law  which  stated  that : " Without any prejudice to the rights of the Administrative body in examining complaints. The ACA is competent to examine citizen’s complaints regarding the violations of laws; or negligence in duties of post and to examine the press articles regarding complaints on abuse of authority, negligence and mal - administration " .

 

3 - The ACA objectives regarding receiving and examining citizen’ s complaints

* Removing the causes of complaints by revealing the deficiencies in work and production, recovering gaps leading to violations of laws; or assisting negligence preserving public funds.

* Alleviating the burdens – off citizens and simplifying bureaucratic procedures facing them while requesting services from the administrative bodies .

* Guiding and assisting the public to get their rights from the competent authority regarding the complaint beyond ACA’S jurisdictions.

* Deepening citizens’ awareness that ACA works for their interest, aim to defend their rights and protect them from any oppression of person in charge or administrative systems hindering work performance.

* Strengthening ties with citizens and gaining their confidence to broaden the base of information sources.

 

4 -  Sources of complaints

 

Complaints are submitted to ACA through one of the following means

Written complaints submitted  directly and personally by citizens to the citizens' complaint office or the regional offices .

Oral complaints submitted personally by citizens to the concerned member .

*

By mail , telegram  or fax .

*

State officials and administrative bodies, economic unites, state owned companies , Prosecutors of different Jurisdictions. To be examined by ACA and then notify the submitter with the results of examination or to be handled by ACA .

*

Press articles and Media coverage of complaints revealing deficiencies in public services .
