CONTROL STUDIES AND REPORTS

In the performance of its duties , the ACA conducts its control operations through two major aspects :

1- Fulfilling the state’s sectors requirements .

2- Implementing control operations according to the annual work plan .

 

THE OBJECTIVES OF STUDIES AND CONTROL OPERATIONS

*

Protecting and recovering the extorted public funds.

*

Assisting the state’s administrative bodies in solving work problems .

*

Achieving preventive control to ensure discipline and sound performance .

*

Revealing and studying causes of negligence in work and production .

*

Studying and analyzing emergency problems and proposing the necessary remedial actions .

*

Assisting the government in implementing the state’s national development plan .

 

 

TYPES OF CONTROL STUDIES AND REPORTS

1 - Fulfilling the State’s Sectors requirements :

External assignments :

Received from: the Prime Minister, the Speaker of the Peoples Assembly, the Head of the Shoura Council, Ministers and Governors.

The Illegal Gain requirements:

Received from: the illegal Gain Dept. to conduct investigations on the financial status of public employees.

Requirements :

Received from: Senior Officials, University Presidents, Chairmen of holding companies , and Prosecutors of different Jurisdictions .

Investigations Requests :

Received from: the state’s administrative and economic institutions to conduct investigations on candidates for top management posts or candidates to be decoraies.

 

2 - The ACA annual work :

 

The control operations are categorized into five major areas :

 

The studies and researches :

National studies :

Examining national problem or general phenomenon, regarding national concerns, or examining a problem involving several ministries. Various central and regional control departments contribute in implementing such study .

Planned studies

Previously planned study to examine certain problem within specific ministry and its affiliates. The competent control department implements such study .

Spontaneous studies

These studies are identified according to the out comes of daily work .

Follow – up reports :

The ACA pursue , the state’s concerned bodies to identify their compliance to implement its recommendations and to reveal the difficulties and causes of inapplicability , in order to enhance and develop its recommendations style . Further , the ACA follows – up the implementation of projects included in the state’s social and economic development plan, in order to reveal and eliminate the obstacles hindering the implementation progress .

Examination of Press and Media reports :.

Studying and analyzing Press articles (national – opposition) and media coverage of issues relevant to ACA competence.
 

Internal assignments  :

Control assignments launched according to the orders of ACA Chairman, or his deputy .


Notification memorandums :

Notifying the state’s security agencies or administrative bodies, with any violations classified under their jurisdictions .

 

METHODS OF IMPLEMENTING STUDIES

 & CONTROL OPERATIONS

Receiving information from different sources .

*

Reviewing the previous data stored in the computer and information center .

*

Conducting initial investigations to assure the credibility of the received information .

*

Setting up the examination plan .

*

Examining documents and conducting field studies .

*

Consulting the opinion of specialized officials and experts regarding the specialized matters .

*

Utilizing technical equipment ( video – photography ).

*

Proposing the appropriate recommendations according to the examination results .

*

Submitting the final report including the results and recommendations, associated with the necessary visual means ( if any ) to the concerned officials .

*

Following – up the implementation of ACA recommendations .
